26-year-old Timothy Williams was arrested on Saturday by the Flagler County Sheriff’s Office, accused of having committed sexual acts in front of his own eight-month-old daughter. The FCSO arrested Williams after analyzing evidence submitted via a tip to the National Center for Missing and Exploited Children (NCMEC).

In the incident Williams was said to have been holding his infant daughter while gratifying himself in the nude, filming the act on a cell phone into a bathroom mirror. Court documentation states that Williams’ daughter appeared to see what was occurring. The video reportedly lasted around twelve seconds, and had been found circulating on X (formerly known as Twitter) uploaded by a user whose account appears to no longer exist.

Investigating Disturbing Video

The video was submitted to NCMEC, who then brought in the Federal Bureau of Investigation (FBI)’s Daytona division. On May 13th the FBI contacted the FCSO, whose Cyber Crimes/Internet Crimes Against Children Unit went to work on the investigation. Also participating was the U.S. Homeland Security Investigations (HSI) and NE Florida Inter-agency Child Exploitation and Persons Trafficking Task Force (INTERCEPT).

Eight videos in total were obtained and analyzed by investigators, one of which was determined to have been filmed at the Reserve at Brookhaven  apartment complex in Palm Coast’s Town Center. All eight videos reportedly depicted what the FCSO refers to as ‘child sexual abuse material’, or CSAM. Soon, investigators managed to identify Timothy Williams IV as the suspect believed to have been committing the disturbing acts in the clips.

The victim in the videos is said to be Williams’ own biological daughter, whom he has partial custody of. Court records indicate that the video was filmed in January 2025, meaning the daughter would only be just over a year old in the present day. Williams’ booking details list an address in Palm Coast’s P Section neighborhood, while court records describe him as being a transient resident of Daytona Beach.

Arresting Timothy Williams IV

An arrest warrant was obtained for Williams on May 16th. The FCSO Problem Area Crime Enforcement Unit (PACE) and Special Investigations Unit (SIU) reportedly located Williams’ vehicle at the Target on SR-100 in Palm Coast. He was arrested there, and booked into the county jail on one charge of lewd and lascivious exhibition with a victim under 16 years old. His bond was set at $20,000. He posted his bond Saturday evening.

“I want to thank NCMEC and the FBI for providing the TIP after discovering a video circulating online,” said Flagler Sheriff Rick Staly. “The quick work of our Cyber Crimes Unit, PACE Unit, SIU Unit, federal HSI and the INTERCEPT Task Force helped catch this pervert quickly before he could escalate and seriously hurt a child. Let this be a warning to sex offenders who think they can victimize Flagler County children: we will catch you! You can’t hide behind a keyboard in your sick and perverted world of online child predators.”
