Raydient, a developer heavily tied to plans of westward expansion in Palm Coast, has withdrawn its application according to a city spokesperson. It appears that for the time being, Palm Coast’s long-running plans to grow west into Flagler County are all but dead.
A special workshop of the Palm Coast City Council was scheduled for next Tuesday to discuss specifics of westward expansion. That workshop has now been canceled, as City Attorney Marcus Duffy informed Council members on Friday.
The Rayonier Corporation, Raydient’s parent company, seems to have left the City of Palm Coast on the hook for lofty infrastructure plans meant to accommodate their development plans. Appropriations of Florida taxpayer dollars were secured to construct Loop Road, the first major transportation project to accommodate 22,000 residential units. With work already underway, there is no longer any obvious usage for that road.
In May 2026 workers broke ground on Loop Road, preparing to clear 21,000 acres. Palm Coast itself contributed $6 million, with a total of $126 million having been set aside. Thousands of acres of land which would’ve been annexed for Raydient’s development are no longer being considered.
It’s not yet clear if Raydient may revisit a potential role in developing westward expansion for Palm Coast in the near future. Their letter to city administration made no hint that they would, no doubt leaving the city with little confidence in any rekindling of ambitions.
A substantial amount of taxpayer dollars have been committed to make Palm Coast an accommodating partner for Rayonier and its subsidiary’s lofty desires. Those funds are still committed, but the corporate partner in whom taxpayers placed their trust appears to have left them to dry.
