Mosquito Control Commissioner Jules Kwiatkowski Dies at 90

Julius ‘Jules’ Kwiatkowski, a member of the East Flagler Mosquito Control Commission, has passed away at the age of 90. A spokesperson for the Commission announced his passing Tuesday evening.

Kwiatkowski served on the Commission for 17 years, having first been elected in 2008. He’d been running for the seat continuously since 1996. Most recently he won another four-year term in office over opponent Perry Mitrano in the 2024 election cycle.

“Jules represented the very best of public service,” said Commission Chair Mike Martin. “He had a big heart, and his passion was serving the public; he will continue to inspire us all.”

Kwiatkowski was born on January 4th, 1935. He grew up in Edison, New Jersey and worked for over three decades each as a mail carrier and volunteer firefighter. In 1992, Kwiatkowski relocated to Palm Coast and spent time volunteering with the Palm Coast Fire Police. He was part of the response to the devastating 1998 wildfires which destroyed over 150 structures and caused north of $300 million in lost woodlands alone.

During his tenure on the Mosquito Control Board of Commissioners, Kwiatkowski oversaw expansions in the body’s service area and the construction of a new headquarters on Fin Way near the Flagler Executive Airport. He was honored by the Palm Coast Arts Foundation in 2022 with ‘Jules the Turtle’, an addition to the county’s Turtle Trail statue collection.

Beyond his public service, Kwiatkowski was married for 62 years to his late wife, Kay. After their 60th anniversary in 2017, Kwiatkowski took out a newspaper ad celebrating the occasion. Kay passed away on June 20th, 2020.

“We extend our deepest condolences to Jules’ family, friends, and all who had the privilege of working with him,” the East Flagler Mosquito Control District said in a statement. “His legacy of service, courage, and community pride will live on throughout the community for years to come.”
