The Bunnell City Commission on Monday voted unanimously to reject state subsidies that would lead to the construction of a fuel terminal within the city. They’re now the third local municipality to bat away the proposal, following Palm Coast and Ormond Beach.
Belvedere Terminals is the company seeking to construct a 300,000-gallon fuel storage facility along the Florida East Coast Railway. The Florida state legislature has approved $10 million to subsidize the project, which Bunnell has decided to return to sender.
The motion to reject the subsidies was made by Vice Mayor John Rogers. All four of his colleagues voted in the affirmative: Mayor Catherine Robinson and commissioners David Atkinson, Dean Sechrist, and Pete Young. Without state funding, Belvedere Terminals has little to no path forward to build its terminal in Bunnell.
Ormond Beach residents were victorious in their opposition to the fuel terminal in March 2025, with the Volusia County government itself rejecting the $10 million state subsidy. Palm Coast said no in April 2025 after Mayor Mike Norris reversed his prior stance, and Flagler County decided not to pursue grant money to accommodate the terminal in May 2025.
